I adopted Leela (6 yr. old dog) 3 months ago. She doesn't like peeing in yard, and wants to walk the neighborhood. Problem: She gets really distressed trying to pick where to pee as we walk and freaks out when most other dogs pass by even on the other side of the street.

I think Leela could benefit from some Bach Flower Remedies like Walnut which helps with changes and White Chestnut, which breaks a negative thought pattern. Perhaps there is someone more local to you who works with the flower remedies who might be able to give more advice. I'm sure she will settle down and gain more confidence especially as she's getting so much love from you. I get that she's probably been told off for peeing before and so is a little paranoid about it. The white chestnut should help with that. Also you can help by rewarding her when she does pee in an appropriate place! Do hope this helps.
